Guidelines for Reduction in Force (RIF)
Reductions in force (RIF) are a by-product of efforts intended to ensure increased efficiency and effectiveness. They may result from re-designing work processes, combining functions, eliminating nice to have but not essential levels of staffing, or financial losses resulting from loss of contracts or grants, state funding, or natural disasters. When a RIF is necessary, regardless of the reason, the key elements of it's success are thoughtful planning and objective decision-making.

From a strategic standpoint, reduction in force is the last step in a planning process during which management has considered all viable alternatives for solving bugetary and work process problems. When there is no alternative but a reduction in force, operational planning for the new departmental structure begins.
